What is a postal verification?

am trying to file for parenting time in the state of Michigan. I filed once and they told me they don’t have jurisdiction because both parents live in IN. My child’s mother recently moved back to MI and has been letting me see him on and off. My case worker said she will send out a postal verification and if the mother would be willing to file a consent parenting time order and try asking her. I did and she tells me she doesn’t want the court to be in our life and wants our 7 year old child to make his own decisions. Before she said she trusts the court and told me to file so I’m confused. The mother isn’t wanting to do the consent parenting time order. The only order we have is a child support order. I’m now relying on the postal verification which I’m not fully sure what that even means. My caseworker said she hasn’t updated the address and would have to in writing before I can file for parenting time. What should I do?

Once the child's mother has established residency in Michigan, you can file here. The postal verification simply establishes that she is receiving her mail here. Is there a reason you didn' want to file in Indiana?
