Someone who works at my apartment complex has been harassing and stalking me for years. I've made every effort to contact law enforcement and other agencies, but nothing's been done and behavior continues. I want to bring that person to small claims to make him pay for a realtor's fee and other moving-related expenses for the sole purpose of getting away from him. I'd like to know what kind of proof would a small claims require? There exists police video of stalking that could be subpoenaed, along with my own evidence, but don't know how much time is afforded in small claims presentation. Whether or not I'm successful in small claims, my primary question is can I later bring a human rights complaint to that person or State/Federal lawsuit? Note I'd be asking just for moving costs in small claims (and not damages) - whereas the human rights complaint or lawsuit would be for damages/compensation for the actual behavior. Thanks.
