More details to this question:
I made arrangements with a friend to rent a hotel room the hotel was reserved begining of the year for October 10th. Hotel policy states once 30 days before reservation hits full charge is placed on card non-refundable. The charge was placed on my card, I verified with friend multiple times throughout year to make sure things went smoothly. Two days after my card was charged she canceled claiming she forgot a wedding she had to go to. My card was charged and I showed her the statement she said she would pay for the room. She asked I get venmo for repayment and that in a couple weeks she would send money. It has been a day over two weeks. My question is can I bring her to claims for repayment if she now refuses I do have text evidence to back up my claim

I don't really understand what the cancellation has to do with it, but certainly you can sue your friend for breaching her contract to repay you.
