More details to this question:
I was apprehended by Jcpenny lp's and questioned and stuff, but no cops came and they let me off and just gave me a paper and said I should expect a letter in the mail. If there is a fee can I refuse it legally without going to court. I am 18 and I cannot afford this fee nor a lawyer please help me.

the proper solution is for you or your parents to pay the 'civil demand fee' and then have your attorney  use this position to avoid a 'criminal record' for shoplifting. employment is very difficult witha criminal record. please call if we can help. ed dimon, esq. 732-797-1600
