Green Card for Stepmom

More details to this question:
I'm a U.S. citizen, and want to invite my dad and stepmom to visit me in the U.S. I plan to petition for their green cards while they are here. They were married after I turned 18. From what I saw I won't be able to petition for my stepmom. Can my dad petition for her after he gets his green card? If my dad stays in the U.S. while waiting for his green card, does my stepmom have to leave the U.S. when her visa expires? Is there anyway to keep both of them in the U.S. during the wait?
