Parent had guest over a dinner party guest damaged my personal computer and guests do not want to pay and insurance will not replace

You can sue for the damages.  Proof will be your problem.

Sure, you can sue your parent's guest, but do you really want to do that?  Think of it another way. If you had a guest over who damaged your parent's computer and then your guest didn't want to pay for the damage, wouldn't you offer to at least split the repair bill or cost of a new computer with your parent?  Ask your parent to help you pay, and to next time better supervise and make sure their guests keep their hands off your belongings. (And if your parents want to sue their guest, that's their business.)
