How can I obtain fire & EMT training records?

More details to this question:
My friend needs to obtain his training records in order to have proof that he was a volunteer firefiighter and a EMT.

I believe that those records would be classified as "Public Records".  That definition is very specific and makes the record subject to be disclosed under the Open Public Records Act.  You should be able to simply make a request, in writing, that you be provided with those records under the Open Public Records Act and the person or organization maintaining the records should give them over to you.  A public record is basically any record that is required by law to be kept.  So if the EMT and Fire Department is required to keep training records, then you are allowed to have them.
