I have a question about selling my car. The title is still in my name.

More details to this question:
Three years ago, I sold my car to my neighbor. This person has not transferred the title in their name as they are paying cheap insurance while it's still under my name. They told me they were going to transfer everything, but as of yet, it has not happened. It took them about three years to pay off the car and it is still in my name.
Now, my question is this. Can I legally sell the car to someone else?

how is the car registered ? is the car registered in your name ? your neighbor's name ? the insurance company will not insure your car for your neighbor without the proper registration. you cannot sell the car to another person because you sold the car to the neighbor and he paid you.

No - because you have already received value for the vehicle. you can call the insurance company and have the car taken off your insurance. If your name is still on the title, you can also request a duplicate title, sign the back, and re-title the car in the name of the new owner.
