QUESTION

I want to unblock a court blocked account

More details to this question:
I inherited my grandma's estate which included money for me from her mother's estate. These are still blocked, by I guess probate courts, after my grandma decided to will them to me and the other parties involved left satisfied. No other party has any interest or grounds for claim.

With all due respect, it is not for you to determine whether any other party has any interest or grounds for claim, it is for the Court.  You must have the will probated and get the Court to open the accounts (if California procedure is like New York's, the Court will appoint a representative of the estate, who will then take possession of the accounts and distribute them in the course of probate proceedings.)
