On-going problem with harassment from individuals with custom vehicles

For the past two years, a group of individuals at the end of my street have been making daily high-speed passes up and down the street. These vehicles register between 100 and 130 decibels. School buses and heavy utility trucks typically register 70 to 80 decibels. I have met with local law enforcement and government. Due to inadequate resources and procedural constraints, the probability of response by law enforcement is extremely low. This harassment is on going and becoming worse on a daily basis. The individuals congregate at either 720 Fretz Road or in the parking lot of the Unitarian Church at 616 Fretz Road. I have contacted the church about these individuals using their parking lot to race their engines as loud as they possibly can. The church has not replied and the individuals were at this well past midnight last night. This is beyond a simple noise compliant. I would like to speak with someone about the available legal options in the absence of law enforcement.

You have the option of filing a lawsuit in Chancery Court to seek an injunction to obtain a court order to stop the vehicles from driving up and down the street.
