That depends.  Are you renting a place?  And the landlord is doing construction that results in an unsafe condition?  Or do you own a place and the construction is occurring on a neighboring lot and is causing an unsafe condition for you?  If your landloard has created an unsafe condition, then your landlord has made your home uninhabitable and may be liable for your expenses to live somewhere else.
