Who can retrieve my personal property?

More details to this question:
I live in the VI and my belongings (shoes, clothes, mail, school stuff, truck, etc) are residing at my father's house. I would like to delegate my mother to retrieve my belongings without being charged with anything.

From your question, I'm going to assume that your mother doesn't live with your father, and that your father will not voluntarily return your stuff.  Otherwise why would you be worried about being charged with anything?  If that is the case, it doesn't matter who you designate, ordinarily nobody can enter your father's house without his permission.  If he refuses to return your belongings you could try to involve the police, or you could sue him for the goods or their value.
