How can I appeal to the superior court regarding a Vacant Property Tax Assessment?

A single family property was first damaged and later destroyed by fire. There were several factors resulting in delays in obtaining a Building Permit . A prior application for exemption was granted but this Tax Year the city of Oakland has assessed a $6000.00 Vacant Property Tax and denied the application for exemption as well as the appeal of this denial. The next step in seeking relief is the Superior Court. Having no knowledge of how to proceed; legal advise is being sought.
