Is it possible to sue a parish government permit office?

More details to this question:
In the middle of a permit to move a mobile home onto my property's, i have followed every step they told me to take. First applied for septic system, as that is 1st step i was told to do. Tangipahoa Parish sent an individual out to look at my property, i was then given a copy if pre-installation verification from tangi and told septic company needed to send them a diagram for septic installation. That was all done, I paid $4500 to have septic put in, and then turned in moving permit application for the mobile home. THEN, they want to question me about other structures on my property, i told them I should have been questioned before I invested in septic, not after. There is nothing illegal on my property.
