17 year old marriage she overstayed visa?

More details to this question:
My girlfriend came last april to New York on the VWP and left promptly after 2 weeks. She than returned to the u.s in June and was suppose to leavw in August. I (us citizen) than realized her leaving with be to hard and couldn’t let her go back. I decided to ask her not to leave and I asked her to marry me. ( we had no prior thoughts about this and she had already came on the visa waiver and left with no problems, this is the second time she came and she was suppose to go back to her country again. ( we were prepared for her to leave again but I couldn’t go through with it.) now passed the 90 days so she is now overstaying her visa. I want her to get a green card so we have no problems but she is 17 and I am 19. I live in NY and I was told they don’t do underage marriages. I am finding it difficult to find a court that will legally marry us. Would I be allowed to marry her in another state that I don’t have residency in? Is this allowed I have parental consent notarized with signatures
