More details to this question:
I am a J1 visa holder with a minor US citizen child who is 11 years ol,  just granted a waiver through No Objection Statement. I am separated for 7 years to a German citizen. How will I obtain a permanent residency? Do I need to wait until my child turns 21?

More information is needed.  Perhaps, but your child may choose not to petition you after reaching 21 years of age?  You may be otherwise disqualified by that time.  Have you left the United States? Are you still in J-1 status?  Has your J-1 program ended? Do you work without status? There may be other alternatives to lawful immigration.  There may also be better means to preserve your immigration options.  As a result, I strongly recommend an appointment or teleconference with a competent and experienced immigration attorney before there are any other complications. The above is general information, not legal advice, and does not create an attorney client relationship.
