I was granted permanent resident status in June 2010, base on VAWA I-360 self petition ( my green card category is IB6 ), can I apply for naturalization after 3 years?

Yes you are actually statutory eligible to file 2 years and 9 months from the date on your Lawful Permanent Resident card.
