Am i eligible to apply for DV lottery while my F4 visa is under processing?

More details to this question:
My brother is a US citizen, he is about to apply F4 visa for me, which takes so long in processing. What if i won the DV lottery during the prosessing of F4 visa? am i still eligible to apply for DV lottery green card program?

Yes, you may apply for the DV lottery. There is no prohibition against participation in the DV lottery if you have a family-based immigrant visa petition pending on your behalf.
