Are we going to run into any problems getting married since he is not a resident or citizen?

More details to this question:
My situation is I plan to get married to my fiancé in my home state but return with him to Dubai to live until we are ready to come back to the US. We would only be in the US for about a month after we are married. I know about the K1 application but I don't think it is necessary for us since he is not going to be staying in the country after we are married. Any help would be appreciated. Thank you in advance!

Normally there is no problem with getting a marriage license and going through the ceremony. Once he is married, the inspectors at the border may begin to question his intent if he tries to enter as a visitor or non immigrant. I would suggest going through either an adjustment of status or consular process to make him a resident once you are married. Both processes can take 8 months to a year or more.
