By when will I be able to request a work authorization?

More details to this question:
Obama talk about the temporary work authorization for undocumented students. I am 20 years old I been in the United States since I was 6 years old. I saw Obama Speech, and I am Happy. But I dont know where to apply. Can you tell me please ? where do I have to go? And what do I need to take ? Will I need a lawyer ?

Hello,   The USCIS has 60 days to develop an application process which will provide the filing details.
