Can a daughter petition her father?

Can my daughter, not of legal age, petition her father who lives in the Philippines? We are not married.

Only a 21 year old U.S. citizen can petition a parent.

Your daughter must be at least 21 years old to petition for her father. If she was born outside of wedlock, she must prove that she was legitimized by her father before she turned 18.

In order to petition a parent, the child has to be at least 21 years of age and must be able to prove (birth certificate) that the parent for whom the petition is being submitted is, indeed, her biological or adoptive parent.
