Can a derivative applicant reapply for adjustment under HRIFA after being denied?

More details to this question:
If I am a derivative applicant who applied under HRIFA for adjustment of status, but failed to appear to the interview, resulting in INS denying my application, can I reapply?

HRIFA program ended long ago and you probably are over 21 now. I don't think you can apply at this date, but hire an immigration lawyer to research this issue.
