No. A US Citizen minor child cannot petition for his/her immediate relatives (Father, Mother, Spouse or Minor Children) until that USC child has reached the age of 21.

You cannot file an I-130 immigrant visa petition until you are 21. Until then she may be able to visit, or use an employment or investment based visa.

Good question. Unfortunately, you cannot file a petition for your mother until you turn 21 years old. At that point you can apply for her and she will be considered and immediate relative of a U.S. citizen and it should take about 10-12 months (based on current processing times) to get her visa approved.

Under current immigration laws, a U.S. Citizen child must be at least age 21 in order to petition for a parent, so unfortunately you are not yet in a position to petition for your mother. It may be worthwhile to explore other possibilities for her.
