Can a person vouch for someone's non-immigrant visa?

More details to this question:
I got my B1/B2 visa request rejected because I don't have enough ties to my country and might live their illegally. I'm a last year student of a university and have no intention but to attend a conference in the US. But there's a US citizen who wants to vouch for me to get my visa. The US embassy guy advised me not to apply again soon. Will it work? This conference is a one-day-event. So they might be thinking it's nothing important, but very important people will attend that conference.

The USC may try. Consul does not have to listen, but sometimes it helps. Good luck!

It doesn't hurt to try. The issuance and denial of B-1/B-2 visas is very arbitrary and unpredictable.
