Can a petitioner be able to send back an applicant back home?

More details to this question:
I petition for my mom and she is here. However, she create problems between me and my wife. Then I send her back before the alien card came than six month later she came back here. Now she is threaten me on the phone.

Once someone is here with a green card, it's a little late to ask for the petition to be revoked. If there is some sort of fraud, perhaps you could complain to Homeland Security.
