Yes adults and children can have a B-1/B-2 visa. The visa is granted by the consulate and then when they enter the U.S. they are given an I-94 card which determines the amount of time they can stay on that visa. To obtain a B-1/B-2 you must establish intent to return to your home country and not to immigrate to the U.S.
