Not without a waiver or staying out of the country for a long time (provided he overstayed his crewman visa).

You need to consult with an experienced immigration attorney. Seamen enter US with D visas, and if your husband came to the US with a Crew mans D visa, he might not be eligible to adjust status.

A seaman visa presents problems. If he has a B-2 visitor visa and used that for entry, it is much better. There are still things to be done, however, to get him a green card/immigrant visa.
