Can I adopt my cousin from China?

More details to this question:
I have a cousin in China whose 10 years old now, and I am thinking if I can adopt him and help him get the visa to U.S. I lived with him since the day he was born for 3 years, then I came to U.S. and became the U.S. Citizen last year. In these past 7 years, we kept in touch with each other and have a strong bond. I'd back to China several times to see him. The reason that I have the thought on adopting him, is because that his parents divorced few years ago, and this year, his father re-married and had a daughter. His father which is my uncle is the guardian of my cousin and he is also obsessed by his business work and don't have time to take care of my cousin. I'd discuss the possibility that I can bring my cousin to U.S. and I become the guardian of my cousin and take care of him. He agreed!I want to know, in a situation, when both of his parents are willing to abandon their guardian rights on my cousin, would I be able to adopt my cousin and apply for visa for him to come to U.S.?A little about myself. I am 24 now, after graduated from college, I have a stable job with full benefits, although the salary isn't high, only $3500/m, but I believe I can support him well.Any suggestions or commends are welcome.Thank you in advance.

You need to consult with an immigration attorney as there are very specific steps to an international adoption that must be followed. The process is complicated and really cannot be discussed in the level of detail that you will need in this forum. I would ask about Hague and Non-Hague Convention adoptions.
