I'm a US Citizen and disabled Army veteran. My step-father raised me since I was 2 years old. I never meet my biological father and my mother was married to my stepfather until she passed away in 2003. I lived with my mother and stepfather from 1972-1999.

You may petition for your stepfather if he was married to your biological mother before you turned 18 years of age.

Did your parents get married before you were 18? You need to speak with an Immigration attorney to check eligibility, but generally speaking a stepchild can sponsor a stepparent if certain conditions are met.

You can petition your step dad if he was married with your mother (not just living together) before you turned 18. It doesn't matter your mom passed away as long as you still has an ongoing relationship with your step dad. If your step dad did not have an entry with a visa or entry without inspection, you could ask for a military parole in place since you are a veteran. So far, so good. There are a lot more things that I need to know, such as his criminal and past immigration history (such as any travel back and forth outside to US, anything ever filed, any contact with the border patrol, law enforcement or immigration judges, etc...).
