He would be if you resided in the United States for at least five years before the child’s birth of which two of those years were after the age of 14. You cannot lose your citizenship for not being in the US for more than one year. You cannot lose your citizenship through a lengthy absence.  You can apply for a citizenship document for your child using Form N-600K.  You may file for your husband while living abroad as well.  You'll need to file an I-130 for your husband.
