He would be if you resided in the United States for at least five years before the child’s birth of which two of those years were after the age of 14. If so, you would approach the American Embassy or Consulate US Citizen Services Section to inquire about making a consular report for an American born overseas. You cannot lose your citizenship for not being in the US for more than one year. You would have to take active steps to expatriate yourself such as committing treasonous acts, taking high office in the foreign country, or renouncing your US citizenship before consular officer.

You cannot lose your citizenship through a lengthy absence. You can apply for a citizenship document for your child using Form N-600K. You may file for your husband while living abroad as well. You'll need to file an I-130 for your husband.
