Can I apply for my step mom's US Immigration visa

More details to this question:
My step mom is from Chile. My dad married her when I was 12 years old. I am a US citizen (above 21). Can I apply for my mom's immigration visa? Even though there are no official "adoption" papers. Do we need any?
