Can I apply for tourist visa from USA itself ?

More details to this question:
I am an Indian, currently in the US with F-1 visa and now on OPT valid till 30th Sep 2021. Can I apply for tourist visa now from USA only because Indian Embassy is not issuing tourist visa as of now.

An F1 visa holder can file with the USCIS to change status to a tourist. Discuss the merits of your case with counsel to see if you would qualify.
