Can I, by using B1/B2 visa go to US and stay there permanently?

No, you cannot stay permanently on a B visa. However, if you find a basis for an immigrant visa petition once you are in the US, employment-based or family-based, then you can adjust status to permanent residence.

Some people do that, but staying without changing to some other status would, generally, be illegal.

Absolutely not. B-1 is for a short business trip and B-2 is to visit. The POE officer will let you know the time he allots towards your stay and you must depart after before the time expires.

No. You will need to have some basis for a permanent residency: marriage, investment, job... B visa is a temporary visa.
