You have to be accepted into a program of study at the school and they would issue you the documents for you to try to change your status to F-1.

It's possible. I suggest that you contact an experienced immigration attorney for a face-to-face consultation and give him/her all of the facts surrounding your situation. (S)he would then be in a better position to analyze your case, advise you of your options and, if possible, make sure that the necessary paperwork and documentation is presented so as not to delay the process.

Yes, you can change your B1/B2 visa to F1- student visa. Your request to change status must be received by CIS well before the expiry of the date on your I-94. There are other issues that you must consider before you apply for the change to F1 visa. They include but are not limited to the timing of your request to change status relative to when you entered and your representations when you entered as a B tourist; you must also present solid evidence of your financial ability to pursue the course of study without resort to unlawful employment or becoming a public charge. I urge you to hire an attorney for this matter.

You can change status from B1/B2 to F1 if you get accepted to a school that is accredited with the USCIS. All such schools have a person on their staff called Designated School Official. These officials have the authority to issue the forms you would have to submit to USCIS with your application for change of status. You would also have to prove your ability to support yourself in the U.S. (because you would not be permitted to work while in the U.S. on an F1 visa).

To change your status from B1/B2 to F1, you need to file an I-539 application to change status with USCIS and submit your original I-94 card, your original I-20 form, and evidence that you have sufficient funds to pay for tuition. You must file the application while you are still in valid status. After you file the application, you will still be considered in valid status while the application is pending.
