I am permitted to stay in the States until December 13, 2014. Can I change my visa status to F1 as a high school student?

Yes you may be able to change to F1 from B2, but the change must be done before your current status expires.

A person who is in valid B-2 status can apply (with all the proper supporting documents, etc) to switch from B-2 to F-1 student.
