A person here on B-1 or B-2 could convert to H-1B if the timing is perfect, however, due to the lag time between the April 1 filing date the new quota starting on Oct. 1, it would be very difficult. It might require a visit to a USA Consulate to get the H-1B visa.

In theory: yes, but you might not have sufficient time to do so.

Your employer can petition for a change of status from B1/B2 to H-1B as long as you remain in status when the petition is submitted. The earliest that the petition can be submitted is April 1st of each year, and the earliest date that you can start working is in October of the same year. The petition is submitted on form I-129.
