Hi. Can someone tell me if I can file one I-130 for just my father leaving my mother behind? I have a minor sibling which my mother will have to stay back and look after. After my father gets his green card, then he would file a new petition for my mother and bring my brother over at the same time.

Yes, you can petition for your father only. However, once he gets his permanent residence and petitions for your mother and brother, it will be about 3 years before they would be able to immigrate. You can file an I-130 petition for each parent right away. Both will get their green cards at the same time and either one can then file a petition for your minor sibling. The sibling if a minor will get the green card within 3 years. Pending approval of the siblings' green card, each parent can take turns in visiting the sibling in Mexico since as legal residents they can travel as many times as they deem necessary.

Yes you are able to file an I-130 visa petition for just one parent if you wish. This is especially true because you would need to file an I-130 visa petition for each of them independently.
