Can I file for my step mom?

More details to this question:
I am a US citizen and would like to file for my step mom and her children who are 25, 23, 21 and 19. My biological father is deceased. How do I go about filing for them?

The children are too old to qualify for fast route. As for your step mom, sometimes you can file but you have to meet certain conditions. Consult with an attorney.

You can't successfully file for her children. In addition, your father must have married your step mom prior to your 18th birthday. Otherwise, you cannot qualify as a petitioner. There may be other grounds that may invalidate an approved visa petition, or cause delay or a denial, so I recommend an appointment with a competent and experienced immigration attorney.
