Can I file I-485 with a pending I-130?

More details to this question:
My PD is current as of August 2013 but CSC has not completed my case yet. I am currently in US on H1-B visa.

Yes, you can submit I-485 when the priority date is current and submit copy of pending I-130 receipt notice. However, you are only eligible for I-485 if you are currently in the US in some valid nonimmigrant status.

Yes, you may file a I-485 if you have a pending I-130. The instructions as to where to send your I-485 and fee are posted on the USCIS website. You should wait until August 1 to send in your application though or else it may be rejected for a non current priority date.

Yes. You can apply for adjustment of status on form I-485 while your I-130 petition is still pending. You will need to submit a copy of the I-130 receipt along with your application.
