Can I fix my dad's papers even though he has a felony charge?

More details to this question:
He went to prison for 10 years with a felony charge and was deported in 2002 I believe. He has been in Mexico every since but has been really struggling to make it. Can I fix my dad's papers even though he has a felony charge?
