Can I get my fiancé a visa before we married?

More details to this question:
We have been going out since 2012. He lives in Mexico and I have proven that I went twice or three times a year to see him. We are getting married soon but I do want see if I can start fixing his papers soon.

Yes, but you need to show that you guys met in person within 2 years prior to the application, and you guys are free to marry.
