Can I legally send him back?

More details to this question:
Got married in 2014 in Jamaica brought husband here in 2017. Paid for his paperwork with my credit. We apply for his permanent residency. Then everything changed. He started treating me bad. Will I struggle to pay bills my credit got more and more messed up. He was no support with helping me get back my credit. He moved out 4 months ago and left me and I am about to be homeless.

The short answer is no. Absent a claim of marriage fraud, if the marriage was legitimate and the green card was issued properly, there's not much you can do. Your options at this point might be to file for divorce and move on.
