Assuming you have divorced your previous wife, nothing stops you from marrying another person who also happens to be in illegal status.

You can marry someone without immigration papers if you are not already married but you will not be able to help your spouse legalize his status if they entered the US unlawfully.

You can marry someone who does not have immigration papers. Check with the place where you are planning to get marries as all Cities have different rules for this. If you are seeking to get papers for that person the case may require that you obtain a Provisional Waiver. This can be complicated. You should consult with a qualified Immigration Lawyer to discuss how to do a case like this for your future spouse.

You can marry someone as long as you divorce you first spouse prior to the second marriage. You will likely need to prepare well for the immigration.
