Can I petition for her while she is out of status?

More details to this question:
My wife and I came to the US on a visit visa, my daughter applied green card for both of us, I got approved and have green card in my hand, however my wife did not get approve because of her being step mom after my daughter turned 18. I have a green card but my wife is out of status since last year. My son is minor who is another country. Can I apply for both of them together?

I'm a little confused by your facts. Is the minor child a product of your marriage? Also, how many entries into the USA does your spouse have? Did she leave and come back, or just overstay? How long have you had your green card?
