Can I petition for my brother-in-law?

More details to this question:
I am a US citizen and my husband a US resident. I am aware that he can petition for his brother to come but the process is very long. Can I petition for my brother in law being a US citizen?

Unfortunately, you cannot petition for your brother-in-law to obtain an immigrant visa. Your husband can petition for him, but he has to be a US citizen first.
