Can I petition my stepmom if my father died .

More details to this question:
my father petition my stepmom but shortly after he died. I was 10 at that time. I want to petition her my only questions is if he died and she did not remarry can I still petition her. The USCIS website only states divorce not death

There are several issues. Most importantly did your stepmom marry Dad before you turned 18?
