Can I regain entry after being removed??

More details to this question:
I've been accepted into college that allows me to finish my final year in the US but I was removed from the US and my visiting visa was revoked. How likely is it to apply for a waiver & or a study & work permit? I did not commit a crime, the border patrol officer just had it out for me & insisted I violated my visiting visa because I stay for 6mths 2 visits before. No proof that I overstayed but he did say could file for a waiver.
