Immigration law does look to the foreign jurisdiction where the marriage took place to verify its validity. Where did the marriage take place? Illinois has some restrictions on cousin marriages but you may be able to fall into the exception such that your case wouldn't violate Illinois public policy when you apply for your spouses green card.
