You can petition for your mother once you become a US citizen and are over the age of 21. Unfortunately, you cannot petition for her as a Lawful Permanent Resident.

Only after you become a US citizen, for 2 reasons. First, there is no qualifying petition for the parent of a permanent resident and second, she will need to adjust status requesting a forgiveness of her immigration violations of overstay and unauthorized employment. This is only for immediate relatives, including the parent of a US citizen.

There is no way for you to petition for her unless you become a United States Citizen. There is no immigrant visa category for parents of lawful permanent residents.

As a legal permanent resident, you can't petition for your mother. As a US citizen, you can petition for her and adjust her status in the US if she entered legally if she otherwise qualifies.
