Can I still be able to reapply if in 2003 had another work permit which has been expired for while?

More details to this question:
I had a work permit thru my marriage since 2001. I used to have a job. My job went bankrupt and it's been 2 years now. I've been trying to get another job. I can't find any to take me without legal papers.

If a person has a pending I-485 application, they can generally apply for a work permit, if otherwise eligible.
